You freeze the target within 5m in time like so many loading screens, becoming invulnerable and immune to all effects including time itself. The target also cannot take any actions (including Free Actions and Reactions) in this state until the cypher ends, after which any ongoing effects (e.g. being on fire, aging) resume as normal afterwards. An unwilling target may resist with a TN 20 composure test. If targeting a vehicle, its driver may make this test to resist.

This can make the temperature, wind, or precipitation actively hazardous, but the engineer doesn’t control it and is just as much at risk as anyone else.
