Living treasure: your true form is actually a non-hearthstone non-ammunition artifact, purchased at character generation, and you begin play with one addition point in the artifact background, which must be used to purchase said artifact (you may invest additional dots for a higher rating artifact as normal). Obviously a magic sword or mask cannot perform actions, however, you may still perceive the world around you and may telepathically speak to anyone who carries you on their person or tries to use you, and target them with the aid another action. If your true form is unattended while using your Manifestation power you may ready it as a free action, regardless of distance (if your true form is an artifact bionic, doing so causes it to become installed).
Manifestation: You may spend a Charge as a free action to assume your "manifested" form, a humanoid projection which may move, speak, and take actions as normal using your normal character stats (race, feats, characteristics, etc.). Because your manifested form is just a projection, you do not need to eat, sleep, drink, or breathe (though you can, if you so desire), and are unaffected by pressure, radiation, and aging. You loose a Charge for every hour you remain in this form, or at the start of combat while in this form. Returning to your true body is a free action, and you automatically do so if you run out of Charge or are ever more than twice your legacy in meters from your true form (this happens at the end of your turn in structured time). Your manifested form does not take critical damage. Instead, if you would ever run out of HP you are forcibly returned to your artifact from for 24 hours, being functionally unconscious during this time. At the end of this unconsciousness you regain one HP. Spells can still hit and affect your manifested form even if it isn't currently summoned so long as your true body is in range.
Magic treasure: Gain the Minor Magic feat. While not using your Manifestation power; you may cast spells ignoring the verbal and somatic keywords (though it's still apparent the magic is coming from you), and you may allow anyone who wields you to cast any spells you know, using your ranks in Magic Schools in place of their own. Self targeting spells you cast instead affect your wielder while you are not using manifestation, and you count as touching them while being held, worn, or implanted.
Kingmaker: While often featured in all sorts of tales and legends, you're still a tool for the heroes (or villains) to wield. You do not begin play with Hero Points, and treat any feats that require spending hero points to use as optional for class completion and prerequisites.
Power Stat: Legacy Much like any conventional artifact, most Relics have existed for quite some time. As time progresses the tales of heroes and events they have been involved in increase, and the relic grows stronger all the while.
resource: Charges: A relic has charges equal to twice their Legacy. You regain your entire pool at either sunrise or sunset (chosen at Character Creation), or the local equivalent. A Relic's tell is twofold. The initial effect is that their true form gleams with energy; sacred armors may a glorious light while cursed swords would become clouded in shadow. The second effect is only visible while the Relic is projecting their manifested form. As they expend charge, their manifestations warp, as they grow to more and more resemble the features of their true form. what once would have passed as a convincing human would have their skin take on a metallic sheen and sharper edges, whilst the projection of a rifle would smell of gunpowder, their movements making the latching noises of their reloading mechanisms.
* Resonance: You may choose to take your turn at the same time as someone wielding you if both of you agree; taking actions in an order decided by you and your wielder and using the lower of your initiative rolls.
** Bestowed power: You may allow someone using your true form to spend your Charges in place of their own resource points, and they may allow you to spend their Resource Points instead of using Charges. Resource spending limits for each character still apply regardless of who's pool is being spent.
*** Mending manifestation: Gain the Hardy feat if you did not already have it. Halve the time it takes for your manifested form to recover hit points.
**** Live for the sword: You may spend a Charge to make an opposed test of your Legacy vs your wielder's Willpower. If you succeed, they are compelled to obey you as long as you remain on their person. They can spend a Hero Point to negate this effect for the rest of the session. You may only make this test once per person per scene.
***** Pinocchio Effect: You no longer need to spend Charges to assume or maintain your manifested form. You are still forcibly returned to your true form if you ever run out of charges.
Assets:
Ride Card: Your true form is (and must be) a hearthstone, that gains the ability to be inserted into even mundane weapons and armor. While using your manifested form you may, as a free action, apply your true form's effects to yourself or a piece of equipment you are using for a scene, whichever is appropriate. Doing so negates the effect your true form was applying to anyone or anything else
Vein of power: You may only take this asset if your true form is made out of a magical material. You spend a Charge to apply the effects of your material to a piece of equipment (this can include bionics) used by your manifested form for the rest of the scene. Only one item may be effected at a time.
Soul eater: You may only take this asset if your true form is a weapon. You may cast consume soul using your power stat in place of necromancy. When your true form is used to kill a living creature, or you successfully cast consume soul, gain a Charge.
Double up: Your true form is not one, but potentially several artifacts (all still purchased at character generation). Your manifested form is only forcibly dissolved from straying too far from your true bodies if none of them are within twice your Legacy in meters, and may choose which one you manifest besides when you activate your Manifestation power.
Guiding Steel: Your true form must be a weapon. Your may let your wielder use any special attack or trick shot you know as if they knew them. These must be usable and used with you.
fluff to be added later I just want to get this up already.
