Spell-like ability: This is a power that can be cast as a spell, except it does not require material components, cannot be pushed, fettered, or cause psychic phenomena. It uses your level instead of the spell school level to cast.
Felen live on the edges and underbelly of society, seldom seen but feared when they are. They had an empire dating all the way back to the Syrne but nowhere near the size or grandeur. It fell only recently in conjunction with the rise of the Council Era for reasons unknown. Their intacts worlds lay in ruin and what Felen are left fled across the wheel. They now live in dark and abandoned places, hoping to one day reorganize in a suitable world. Felen do not seek conflict, but make good nighttime bodyguards.
These days Felen have faded away into myth. Few remember them and most humans aren't even familiar with the word. The Council has given them a planet to live on in peace under the condition they do not develop weapons or mass space travel, which was accepted.

Racial Feats
Agent of Fate (Felen, Paragon)
The Felen are all aware of imminent doom, but the Agents of Fate are most in-tune. The Felen may spend a Hero Point to learn either the most horrible thing that will happen to affect the immediate area within the next week or the largest obstacle between them and their current goal. This power may only be used once per day. Your Flyer trait's speed doubles.
Dust Flutter (Felen)
Some Felen eject spores from their wings while flying, having a strange effect. Once per day, the Felen may cast the Command spell as a spell-like ability without the language-dependent keyword, affecting everyone within 15m. The single-word command must be selected upon obtaining this feat and cannot be changed. Starting at level 3, the Felen can use this power twice per day and at level 5 they may use it three times per day.
Faux Fae (Felen)
Strands of Felen became smaller over time to need less food and hide easier. With your short stature and softer features, you can almost pass for a fairy. Your base size is reduced by 2, and you lose a dot in strength but gain one in charisma.
Luminoth (Felen)
The Felen don't just see in the dark, they can create light as well. The Felen can create a soft glow of light that reaches 15m in any color.
Secondary Limbs (Felen, Others)
You have an additional pair of developed limbs that enable you to either take a Ready action as a free action once per round or reload your weapons in half the listed time, chosen when this feat is taken.
Silkworm (Felen)
Felen don't just eat fabric, they also make it. A Felen can create 1/2 kg of silk per level per day so long as they have eaten within the past 24 hours.
Physical Qualities
Felen have large, scaly wings that make people mistake them for kenku or harpies in low light. Apart from that, they are as unique as every star in the sky. Some look like fairies while others look like giant insects. Their coloration covers the entire visible spectrum and beyond, and they are able to see the ultraviolet. Their eyes glow a deep red when scared.
Felen really are like giant moths. They are fascinated with artificial light, eat clothes, and hang on vertical surfaces looking menacing yet serene. They are feared for their appearance and behavior, deemed harbingers of ill-omen and in a way they are. They seek to warn others of imminent danger but are often blamed for it.
Playing a Felen
Felen are a mellow and friendly bunch. They have lost so much so long ago that they now appreciate the finer things in life, and see beauty in even the smallest things. They tinker with technology, looking to see how it works and the thought processes behind them. This helps inform their regular hangout locations. A Felen that lives in an abandoned dynamite shack doesn't just do so because no one cares about it but also because they want to study what it was like when it operated and what was left behind.
Felen were once renowed craftsmen. Their silks made for exquisite clothes long as the wearer didn't mind their origins. When playing a Felen, their handiness and non-attention-seeking are their best qualities. The mechanical bug that works late by their own glowlight, the spinner that makes fine clothes, the surveillance expert, all are winners. Don't expect people to know you're part of an established race, just let them believe you're a weird thri-kreen or one of countless beastkin races.
Felen Heroes
Ray took a deep breath. She knew she would run out of light soon, and resolved to make it count. She pulled out her sword and began hacking away at the beast, its glowing sigils an easy target. Ray threw her sword and it stuck in the monster's hide, causing it to bellow in pain. She then flew toward another sigil and let out a massive burst of white-hot fire, felling the monstrosity. Just in time, the last of her light had run out. She would need to find something to eat and a safe place to sleep until sunrise.
Sander lives on Theah. He has for centuries, actually. He foresaw his civilization's fall shortly before it occurred, and pushed the limits of Felen ability to escape his world. He flies around the continent he lives on, warning them of imminent dangers like earthquakes or infrastructure collapse. Humans are not yet familiar with the Felen, and so have no reference point for him. He doesn't care. He's doing what he understands to be the right thing and that's all that matters to him.
Pictis pulled his arm out of its socket to begin maintenance. It was a secondary arm, so it would only take a few hours. Still annoying, though. No one was willing to give him a deal for a repair, clearly never having heard of the accomplishments of the Felen civilization. He smacked himself a few times, trying to work up his energy. He then sat and reminded himself of the sheer ignorance of the people around him. No matter, his work will occupy his mind long enough. He thanked his mother for the heart he has, because now he can work as long as he needs to.
